The Consumer Finance Institute (CFI) is seeking candidates with expertise in survey design, management, and reporting who can lead the development and ongoing management of a consumer credit and payments industry market participant survey (MPS). The MPS will provide insights into the current business environment, market risks, and future expectations of firms operating in these industries. By understanding the firm perspective, the MPS should provide insights as well into implications for consumers engaged in these markets.

The Federal Reserve Bank of Philadelphia is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System.It helps formulate and implement monetary policy, supervises banks, savings and loan holding companies, and provides financial services to depository institutions and the federal government.The Federal Reserve Bank of Philadelphia serves eastern and central Pennsylvania, southern New Jersey, and Delaware.

A successful survey research fellow will develop an execution strategy for the Market Participant Survey (MPS) and be primarily responsible for developing the survey questions, the survey design, and a repeatable project plan to gain high-quality data and insights into how these markets are functioning from the firm perspective.

The survey research fellow will curate the survey population (firms, key contacts), lead testing and fielding of the survey, and build a data repository and system of analysis using proven quality assurance practices and best in class data assessment and statistical techniques. A key objective will be to design internal and external reporting templates that may include standard charts, graphs, and/or data visualizations and produce these reports on a regular basis.

The survey research fellow will act as the key contact for engagement with internal Philadelphia Fed and System staff as well as with researchers, media, and others interested in the survey and its data reports. The survey research fellow may also investigate and produce original research reports that could be motivated by the MPS survey but are not a part of the MPS’ standard reporting package.


A master's degree in a field such as statistics, economics, marketing, psychology, social sciences, healthcare services, or computer science is required. A minimum of 5 years of relevant work experience that includes exposure to advanced survey techniques is required. Familiarity with public sector data collections is a plus.

Experience with survey design, survey software such as LIME survey, and survey data analytics is required.Experience supporting and producing rigorous analyses of survey data is required.

Excellent written and oral communication and interpersonal skills.

Excellent project management, analytical and problem-solving skills.

Demonstrated experience managing survey projects to completion and meeting regular schedules for report production.

Familiarity with statistical programming packages such as R, Stata, SPSS or Python.
